HAA is actively involved in the legislative process at the national, state and local levels. In recent years, HAA has been actively involved in efforts to create fair treatment of multifamily properties in federal tax law, appraisal reform measures that will bring needed consistency to property taxes and in crafting a local inspection ordinance in Houston that will help the city crack down on problem properties while protecting the rights of HAA owners and property managers.
Even more importantly, HAA has worked to defend the industry against numerous threats that would make the construction, ownership and management of apartment properties more difficult and expensive. HAA members have helped defeat legislation requiring owners to rent to criminals, making assisted housing mandatory and creating lengthy delays in residential evictions. Local attempts to hold property owners for the criminal acts of others and to inspect individual apartments without warrants have been defeated as well.
